Beeville ISD faced a pivotal moment. After two unsuccessful bond attempts, the district needed more than a proposal—they needed to rebuild community trust and reframe the conversation around the urgent needs of aging facilities. With buildings over 50 years old and learning environments no longer meeting the demands of modern education, Beeville ISD set out to engage their community differently.
What We Did
We partnered closely with district leadership to design a grassroots, transparent community engagement strategy that honored local voices. Through advisory committees, targeted communication, and deep listening, we helped bring the community into the process. Our team supported message development, visuals, branding, video, and campaign strategy—turning broad ideas into a shared vision the community could rally behind. We also helped the district prepare for every step of the bond rollout, from calling the election to mobilizing support.
The Results
The 2024 bond passed—marking a powerful comeback for the district and a turning point for Beeville ISD.
Key projects included:
A new elementary school to replace aging campuses
Upgrades to safety, special programs, and early learning facilities
Design that reflects Beeville’s identity and supports all learners
Why Choose Us

Courtney Carpenter, Ed.D.
Argyle ISD Superintendent
Pfluger Architects made an incredible impact during our recent bond election, allowing Argyle ISD to address rapid growth with big vision, bold ideas, and hands-on support. From day one, they were responsive, collaborative, and fully invested in our success. Pfluger was not just a partner—they were a driving force behind our success.

Chris Steinbruck
Flour Bluff ISD Superintendent
From the very beginning, Cody Cunningham, David Young, Robby McGowen, and the entire team at Pfluger were more than consultants—they were teammates. Their steady guidance helped our district communicate clearly, engage authentically, and build the kind of trust that led to a successful election. They helped us do it the right way, and our community responded.

Stephanie Howard, Ed.D.
Midland ISD Superintendent
The one piece that I don’t know that anyone was really thinking about is the morale, the booster it gave our employees, our staff, our students. That the community was behind them and supported not only a bond, which is difficult to pass in Midland, but the biggest bond we have ever passed – one of the largest in the state.

Travis Fanning
Beeville ISD Superintendent
The work that we did with this project could not have been made possible without [Pfluger] supporting us as well... It was truly like a creative unit and a family that just bonded together. We don't know if we would have gotten this bond to pass because you all were as motivated and as driven as we were to make this possible.
