Argyle ISD
In response to rapid enrollment growth, Argyle ISD developed a $423.17 million bond proposal focused on expanding capacity, improving safety, and preparing for long-term needs. The community overwhelmingly supported both Proposition A and Proposition B during the May 2025 election.
The Challenge:
Argyle ISD is experiencing some of the fastest enrollment growth in the state, with student projections expected to nearly double by 2033. Existing campuses were nearing capacity, and the district faced the urgent need to plan for new schools, expand existing facilities, and update infrastructure—all while maintaining its current tax rate and earning community trust.
What We Did:
We helped Argyle ISD tell the story of a district experiencing rapid growth—and the challenges that come with it. From overcrowded classrooms to the need for new schools and expanded facilities, we worked with district leaders and the community to communicate why thoughtful, proactive planning was essential. By grounding the bond strategy in real data and lived experiences, we helped the district build trust and rally support around a shared vision for the future.
The Challenge:

Flour Bluff ISD
In May 2025, Flour Bluff ISD voters approved a $193.5 million bond—the district’s first in over a decade. The bond includes major investments in infrastructure, safety, and instructional programs across all campuses, including the replacement of a 49-year-old central utility plant and improvements to NJROTC, fine arts, and the Oceans & Wetlands Program.
The Challenge
Many of Flour Bluff ISD’s buildings average over 50 years in age, with outdated systems and learning environments no longer aligned with current standards. The district had not passed a bond in more than 10 years, despite aging infrastructure and growing demands on student programming.
What We Did
Pfluger partnered with the district to facilitate a comprehensive facility assessment, guide community engagement, and develop clear visual communications that helped stakeholders understand the need and scope of proposed improvements.

Marble Falls ISD
Marble Falls ISD voters approved a $177 million bond package across four propositions focused on safety, modernization, and student opportunity—with no increase to the district’s tax rate. The bond includes campus renovations, technology upgrades, enhanced Career & Technical Education spaces, and new athletic and extracurricular facilities designed to support student success both inside and outside the classroom.
The Challenge
Marble Falls ISD faced aging facilities, traffic congestion at elementary campuses, and limited space for expanding programs in Career & Technical Education, fine arts, and athletics. With enrollment projected to grow and students already actively engaged in hands-on learning and extracurriculars, the district needed a comprehensive plan to modernize its schools while maintaining one of the lowest tax rates in the region.
What We Did
Pfluger partnered with MFISD to guide a five-month Community Advisory Committee process, helping the district tell its story, build community understanding, and develop a forward-thinking bond strategy. We supported bond planning, stakeholder engagement, and communications—leading to the successful passage of all four propositions and paving the way for safer, future-ready learning environments.

Beeville ISD
Beeville ISD faced a pivotal moment. After two unsuccessful bond attempts, the district needed more than a proposal—they needed to rebuild community trust and reframe the conversation around the urgent needs of aging facilities. With buildings over 50 years old and learning environments no longer meeting the demands of modern education, Beeville ISD set out to engage their community differently.
What We Did
We partnered closely with district leadership to design a grassroots, transparent community engagement strategy that honored local voices. Through advisory committees, targeted communication, and deep listening, we helped bring the community into the process. Our team supported message development, visuals, branding, video, and campaign strategy—turning broad ideas into a shared vision the community could rally behind. We also helped the district prepare for every step of the bond rollout, from calling the election to mobilizing support.
The Results
The 2024 bond passed—marking a powerful comeback for the district and a turning point for Beeville ISD.

Liberty Hill ISD was one of the fastest-growing districts in Texas—facing significant enrollment pressure, aging facilities, and the need for new infrastructure to support long-term student success. After years of growth, the district needed a comprehensive bond solution that would meet both current demands and future capacity without losing community trust.
What We Did
We partnered with Liberty Hill ISD to build a strategic communications and community engagement plan that reflected the values and priorities of the Panther community. Our team supported every step—from bond planning and stakeholder outreach to brand development, print collateral, social media, and public-facing presentations. With a focus on clarity, transparency, and trust, we helped ensure the community had the information they needed to confidently support the district’s vision.
The Results
All three bond propositions passed with overwhelming support:

Midland ISD
One of the largest school bonds in Texas history,  Midland voters approved a $1.415 billion bond package—more than 8 times larger than the district’s previous record and one of the most significant school bond investments in the state’s history.
The Challenge
Midland ISD faced decades of unmet facility needs and growing urgency to modernize aging schools. After four unsuccessful bond attempts, trust and momentum were difficult to rebuild. Secondary campuses were outdated and overcrowded, the district hadn’t passed a new high school since the early 1990s, and aging infrastructure across elementary and junior high schools no longer supported the needs of today’s students. We supported the district with tailored community engagement efforts, clear and compelling storytelling, and strategic communications that brought stakeholders into the process at every stage. By focusing on authentic dialogue, collaborative planning, and purposeful messaging, we helped build the trust and clarity needed to pass one of the largest school bonds in Texas history—marking a turning point for Midland students and families.
