Midland ISD

Location

Midland, TX

Year

2023

Bond Amount

$1.4 Billion

No. of Propositions

1

One of the largest school bonds in Texas history, Midland voters approved a $1.415 billion bond package—more than 8 times larger than the district’s previous record and one of the most significant school bond investments in the state’s history.

The Challenge

Midland ISD faced decades of unmet facility needs and growing urgency to modernize aging schools. After four unsuccessful bond attempts, trust and momentum were difficult to rebuild. Secondary campuses were outdated and overcrowded, the district hadn’t passed a new high school since the early 1990s, and aging infrastructure across elementary and junior high schools no longer supported the needs of today’s students. The challenge was more than about passing a bond—it was about restoring public confidence and galvanizing a community around a bold, future-ready vision.

What We Did

Pfluger partnered with Midland ISD to craft a transparent, community-centered bond strategy that honored the district’s history while casting a vision for its future. We supported the district with tailored community engagement efforts, clear and compelling storytelling, and strategic communications that brought stakeholders into the process at every stage. By focusing on authentic dialogue, collaborative planning, and purposeful messaging, we helped build the trust and clarity needed to pass one of the largest school bonds in Texas history—marking a turning point for Midland students and families.

Pfluger Architects made an incredible impact during our recent bond election, allowing Argyle ISD to address rapid growth with big vision, bold ideas, and hands-on support. From day one, they were responsive, collaborative, and fully invested in our success. Pfluger was not just a partner—they were a driving force behind our success.

From the very beginning, Cody Cunningham, David Young, Robby McGowen, and the entire team at Pfluger were more than consultants—they were teammates. Their steady guidance helped our district communicate clearly, engage authentically, and build the kind of trust that led to a successful election. They helped us do it the right way, and our community responded.

The one piece that I don’t know that anyone was really thinking about is the morale, the booster it gave our employees, our staff, our students. That the community was behind them and supported not only a bond, which is difficult to pass in Midland, but the biggest bond we have ever passed – one of the largest in the state.

The work that we did with this project could not have been made possible without [Pfluger] supporting us as well... It was truly like a creative unit and a family that just bonded together. We don't know if we would have gotten this bond to pass because you all were as motivated and as driven as we were to make this possible.
