In May 2025, Flour Bluff ISD voters approved a $193.5 million bond—the district’s first in over a decade. The bond includes major investments in infrastructure, safety, and instructional programs across all campuses, including the replacement of a 49-year-old central utility plant and improvements to NJROTC, fine arts, and the Oceans & Wetlands Program.
The Challenge
Many of Flour Bluff ISD’s buildings average over 50 years in age, with outdated systems and learning environments no longer aligned with current standards. The district had not passed a bond in more than 10 years, despite aging infrastructure and growing demands on student programming.
What We Did
Pfluger partnered with the district to facilitate a comprehensive facility assessment, guide community engagement, and develop clear visual communications that helped stakeholders understand the need and scope of proposed improvements.
